The 407 ETR is a 400 series highway running east - west north of Toronto. The first phase was completed in 1997. It was constructed as a Toronto bypass route. It was the world's first fully electronic toll highways. Motorists use a transponder in their vehicle to track toll charges. Vehicles without transponders are send a toll bill with service charges to the address where their license plate is registered.

The 407 was sold by the Ontario government to a private investment group for 99 years.
